CPNI Policy

Head Start Telecom is committed to the protection of the privacy of our customers. It is Head Start’s policy to train and continue to educate our employees about the importance and obligation to keep customer information confidential. Employees will be held accountable for failure to meet this obligation.

Customer Information and How it is Used

Head Start Telecom, in the normal course of business, obtains relevant information about customers that allows us to provide service. The relevant information is used for business purposes only. In order to provide service, we need to know your name, address, and the services you purchase from Head Start Telecom in order to provide you with the highest quality of customer service.

Head Start is required by law to provide customer names, address and telephone numbers to unaffiliated directory publishers and directory assistance providers for their business purposes.

Information typically available from details on a customer’s monthly telephone bill that has been obtained in the normal course of providing telephone service is known as Customer Proprietary Network Information (CPNI). CPNI might include the type of line, technical characteristics, class of service, current telephone charges, local and long distance billing records, directory assistance charges, usage data and calling patterns. Head Start Telecom does not sell CPNI in any form, including billing records, types of service and calling habits to third parties. It is not the policy of Head Start Telecom to use CPNI for marketing purposes, nor do we provide CPNI to any third party or affiliate, except as required by law or in certain normal courses of business, as explained below:

  • When a customer dials 911, information about the customer’s location may be automatically transmitted to a public safety agency.
  • Certain information about your long distance calls is transmitted to your billing company for billing purposes.
  • Head Start Telecom must disclose information to comply with court orders or subpoenas. Information necessary to protect our rights or property may also be shared, as well as information necessary to protect the use of our services and other carriers from fraudulent, abusive or unlawful use of service.
  • Head Start Telecom, as a standard practice in the telecommunications industry, use third parties or contractors to perform work on behalf of the company, including but not limited to billing services. Third party contractors have the same obligations as employees of Head Start Telecom regarding the confidentiality of our customer information. In cases where it is necessary to provide CPNI to a third party or affiliate, Head Start Telecom requires that the parties involved sign an agreement stating that they will protect the confidentiality of our customer’s CPNI.
  • We may, where permitted by law, provide personal information to credit bureaus, or provide information and/or sell receivables to collection agencies, to obtain payment for our products and services. We will enter into confidentiality agreements with companies that provide these services, in an effort to protect your CPNI.

Your Telephone Account Information Rights

The Federal Communications Commission requires that we protect the confidentiality of your telecommunications services. We may use this information, without further authorization by you, to offer you: (i) services of the type you already purchase from us, and (ii) the full range of products and services available from Head Start Telecom. In addition to local telephone services, Head Start Telecom services include long distance (where authorized); and may include wireless and Internet services. A more complete description of our companies and service offerings is available on our Web site, and will be updated as service offerings become available. Use of your information will permit us to offer you a package of services tailored to your specific needs. Without further authorization by you, we may also share your information with other Head Start Telecom companies with whom you already have an existing service relationship.

No action by you is necessary to permit us to use your information to offer you services that may be different from the type of services you currently buy from us. However, prior to using your information for the first time, we will notify you by mail or through an authorized customer service representative. If you do not want us to use your information to offer services different from the type of services you currently buy from us, then inform your customer service representative of such desire. After a reasonable waiting period, Head Start Telecom may begin using your information to offer services different from those you currently purchase from us unless you have notified us that we may not use it for this purpose. At any time, however, you can change your decision by using our toll free number to contact an authorized customer service representative. Your decision will remain effective until you change it.

Services to Enhance Your Privacy

You may choose to have a non-published number that will eliminate your telephone number from a printed directory or directory assistance. The non-published number will not be provided to other directory publishers or directory assistance providers. You may choose to have a non-listed number. Non-listed numbers are not available in the Southwestern Bell/AT&T directory, but are publicly available through directory assistance. These numbers may be provided to other directory assistance providers. You may also choose to exclude partial or all address information from your listings. Privacy management services, such as Call ID and Call ID blocking, are available to customers.
